BANKSETA'S SME DEPARTMENT
(Small, Very Small and Micro enterprises)
The BANKSETA SME, Strategy provides the direction and focus areas that BANKSETA will follow in order to enable and support SME companies registered in the broader banking and micro finance sector. Who are SMEs
In the broader banking and micro finance sector there are approximately 390 registered and participating SME organisations employing 5303 staff.
Below is the SME Sector Profile showing the current employment profile for each occupational group by race, gender and disability statuses. This information is taken from SME’s, 2007/8 Skills planning and reporting submissions.

These organisations individually employ between 1 and 50 workers. They comprise but are not limited to the following scopes of business:
  • Foreign banks
  • Foreign representative bank branches
  • Small South African banks
  • Micro Finance Organisations
  • Micro Lending Organisations
  • Micro Finance Associations
  • Other Governing Bodies
  • Lease companies
  • Debt collection agents
  • Home Loan intermediaries
  • Community and village banks
  • Co-operatives
  • Credit providers
  • Monetary or financial intermediation not elsewhere classified
BANKSETA SME STRATEGY
BANKSETA Council approved the SME Strategy in 2005 for five years. The intention of this strategy is two fold. To retain organisations participating in skills development and to attract organisations who are currently not participating. The formulation of this SME Strategy is crucial to the country, sector and the BANKSETA as:
  1. SMEs are acknowledged as contributors to the economy and to employment growth.
  2. SME development is an objective of the National Skills Development Strategy 2005/10.
  3. SME development has been identified as a strategic area of focus for the broader banking and micro finance sector.
Statistics to date:
  • 390 organisations participating in skills development (2007/8 Workplace Skills Plan submissions).
  • 2598 SME employees are expected to be trained before 31 March 2008 (2007/8 Workplace Skills Plan submissions).
  • Training Vouchers have been issued to 3250 employees, since 1 May 2005 to date.
Background
BANKSETA‘s mission statement espouses enablement and support. The SME organisations skills development needs are different from medium and larger organizations. Their needs vary according to size, location and main business scope. BANKSETA encourages SME organisations to participate in skills development in order to:
  • increases productivity levels.
  • retain employees.
  • increases bottom line.
  • create a life long learning culture.
The above are in line with the SME Strategic objectives which are to:
  • retain SME organisations that are currently participating in skills development.
  • attract non participating SMEs through targeted interventions to become active in skills development.

Other initiatives   include but not limited to:
  • One stop service model, to encourage participation through various communication methods such as: onsite visits, emails, newsletters, website, telephone and forums.
  • Advising SMEs on legislation applicable to them and the sector – eg : Skills Development Act, Skills Levies Act, National Credit Act, etc.
  • Business Network Sessions with topics relevant to SME companies .
  • SME Pocket Guide and SME Brochure/ Updated website information.
  • Access to SMS - Seta Management System, a tool for skills planning and implementation (HR Component, Benefit and grant information).
As a Department, be responsible and accountable for:
  • updating and disseminating applicable legislation and development which directly impacts SME companies as part of the broader banking and micro finance sector.
  • efficient and effective communication timorously.
  • efficient and effective handling of queries related to skills development.
