| Frequently Asked Questions:Learnerships |
|
| Q: My organisation wants to participate in learnerships but I don't know where to start? |
|
| A: The first step is to conduct an internal training needs analysis to determine which skills gap
the learnership should address. Then determine whether a registered learnership exists that will address your need. Full lists of
registered learnerships are available on www.labour.gov.za . Thereafter
contact the BANKSETA Learnership Department to guide you through the next steps in the process. A comprehensive guide on the implementation of
learnerships is available from the BANKSETA. |
|
| Q: My organisation wants to participate in learnerships but only wants to place a limited number (or even one) of learners
on a learnership |
|
| A: An employer can place even one learner only on a learnership but in that case the learner
will have to start the learnership when the training provider offering that particular
qualification has a next intake so that your learner together with learners
from other employers can make up a group of approximately 20. |
|
| Q: What costs must I take into account when planning to implement a learnership |
|
A: This will depend on the learnership but generally there are costs related to:
- Recruitment and selection
- Learner allowances
- Training provider costs
- Costs related to a workstation for the learner (s)
- Costs related to in-house training / courses as well as the induction of the learner(s)
- Costs related to the graduation of the learner
Also make provision for resources to coach, mentor and support the learner(s), as well as resources to
manage the implementation of the learnership for the full duration of the learnership. |
|
| Q: How do I know which training provider to use? |
|
| A: A learnership culminates in a qualification registered on the National Qualifications Framework. The
training provider will be determined by this qualification. In other
words only a provider accredited to train towards a particular
qualification may be party to the learnership. |
|
| Q: What are the requirements of the BANKSETA to fund learnerships? |
| BANKSETA funds both employed and unemployed learners by means of funding windows opened for this purpose. The funding policy can be found on the
BANKSETA website – www.bankseta.org.za. |
|
| Q: How does the tax allowance work? |
|
Government introduced the learnership tax allowance to encourage on-the-job training and to enhance skills development.
The maximum initial allowance is R20 000 per year for existing employees and R30 000 for previously unemployed
learners. The maximum allowance upon the completion of the learnership is R30 000 for both employed
and previously unemployed learners. The above is applicable for learnership agreements entered into from 1 March 2006. For the claim form as well as the full legislation
please see the Learnership page on the BANKSETA Website. |
|
| Q: Which training provider do I use for specific qualifications? |
| |
| A: A list of accredited providers can be viewed on the BANKSETA website (ETQA page). You
can also contact the ETQA department of the SETA that accredited the provider.
Alternatively you can access the SAQA website www.saqa.org.za where
a list of providers can be found. |
|
| Q: What do I bear in mind when contracting with a training provider? |
|
| A: Be clear on what you require in contracting e.g. the training provider is required to conduct the assessment and certification.
Look for a provider who gives you an end to end process e.g. training, assessment, moderation, certification etc. If you have a question that is not covered above,
please contact the Learnership Department at (011) 805-9661 or e-mail evat@bankseta.org.za |
